The Center for Strategic Research under the President of the Republic of Tajikistan informs that on August 27, 2021 held a scientific and theoretikal conference «Emomali Rahmon one of the founders of the Shanghai Cooperation Organization (SCO). The event was planned in the framework of the Republic of Tajikistan’s presidency on the SCO in 2020-2021 and was held in cooperation with the National Academy of Sciences of Tajikistan, the Academy of Public Administration under the President of the Republic of Tajikistan and the Tajik National University. The conference was attended by representatives of ministries and government agencies, research centers and institutions, scientists, experts and journalists from local and foreign media.
The purpose of the event was to assess the role and contribution of the Founder of Peace and National Unity — the Leader of the Nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon in the creation, formation and development of the SCO and discuss the constructive initiatives of the Leader of the Nation within the framework of this Organization.
The following issues were discussed and considered at the conference:
— The contribution of the Founder of Peace and National Unity — the Leader of the Nation, the President of the Republic of Tajikistan, the esteemed Emomali Rahmon in establishing the SCO;
— Initiatives of the Leader of the Nation Emomali Rahmon within the framework of the SCO:
— Political initiatives;
— Security initiatives;
— Economic initiatives;
— Humanitarian initiatives;
— The role of Leader of the Nation Emomali Rahmon in the development of the SCO;
— Initiatives and contributions of Leader of the Nation Emomali Rahmon in discussing peace and security issues in Afghanistan within the SCO;
— Leader of the Nation Emomali Rahmon’s contribution to the development of Tajikistan’s multilateral diplomacy within the SCO framework;
— The role of the Leader of the Nation Emomali Rahmon in forming a positive image of the Republic of Tajikistan within the SCO framework;
— «Shanghai Diplomacy» as an achievement of the foreign policy of the Republic of Tajikistan during the period of state independence;
— The role and place of the SCO in the new international system;
— SCO: 20 years of achievements and prospects of cooperation development;
— The role of SCO in the discussion of current international problems.
The conference was opened with welcoming remarks by Khurshed Ziyoi, Director of the Center for Strategic Research under the President of the Republic of Tajikistan.

Then, at the first section of the Conference titled «The role of Emomali Rahmon in the formation and evolution of the SCO», Deputy Director of the Center for Strategic Studies under the President of the Republic of Tajikistan Parviz Mukhammadzoda on the topic «Tajikistan and SCO: 20 years of achievements and prospects for cooperation», Deputy Chairman of the Committee on Youth and Sports under the Government of the Republic of Tajikistan Dilnoza Ahmadzoda on «Youth policy and integration processes in Central Asia», Isfandiyor Sobirzoda, Rector of the Institute of Advanced Training for Law Enforcement, Justice and Legal Services of the Ministry of Justice of the Republic of Tajikistan, on «Achievements and Prospects for Tajikistan’s Relations within the SCO», Head of International Law Department of the Institute of Philosophy, Political Science and Law named by A. Bahovaddinov of the National Academy of Sciences of Tajikistan Saidumar Rajabov on «SCO and its role in establishment of peace, regional security and international law», Director of the Russian-Tajik (Slavonic) University Center of Geopolitical Studies Guzel Maitdinova on «The contribution of President of the Republic of Tajikistan, Leader of the Nation Emomali Rahmon in development of multilateral diplomacy within the SCO framework», Niyozbadal Mirzoev, Professor of the Department of Diplomacy and Foreign Policy of the Republic of Tajikistan, Faculty of International Relations of the Tajik National University talked about «Leader of the Nation Emomali Rahmon — creator of the SCO», Abdullokhi Rahnamo, Head of the Foreign Relations Department of the Writers Union of the Republic of Tajikistan talked about «Some issues and prospects of political, geographical and business development of the SCO as an international organization», Faridun Bobozoda Director of the Institute of Political Processes, Diplomacy and Globalization Studies of the Academy of Public Administration under the President of the Republic of Tajikistan spoke about the “Expansion of Tajikistan’s relations with strategic partners within the SCO framework”. The participants of the conference came up with constructive ideas on the topics of the presentations.
At the second session of the conference titled «Tajikistan and SCO: 20 years of achievements and cooperation prospects» made a speech the deputy director of SCO Friendship and Cooperation Center in the Republic of Tajikistan Sh. Rajabova on the topic «SCO Friendship and Cooperation Center in Tajikistan as a new pulse in development of regional relations of the Republic of Tajikistan», Assistant Professor of International Relations Department, Dean of International Relations Faculty of the Tajik National University Holmahmad Samiev on the topic «Emomali Rahmon and prospects of humanist relations», Abdulgani Mamadazimov, leading researcher of the Department of Central Asia at the Institute of Asian and European Studies of the National Academy of Sciences of Tajikistan, associate professor at the Tajik National University, on «The Eastern Politics of the Leader of the Nation Emomali Rahmon»; Faridun Yusufjonov, senior researcher at the Department of Political Problems of International Relations of the Bakhovaddinov Institute of Philosophy, Political Science and Law of the Tajik National Academy of Sciences on «The role of Tajikistan in the establishment and development of the SCO», Ziyomahmad Aliev, Prosecutor of the International Cooperation Department of the Prosecutor General’s Office of the Republic of Tajikistan, on «International Cooperation of the Prosecutor General’s Office of the Republic of Tajikistan with law enforcement agencies of the SCO Member States»; Saadi Muhammad, Head of the Department of Social Disciplines, Faculty No 2, Academy of the Ministry of Interior Affairs of the Republic of Tajikistan, Associate Professor, Colonel of Police, on «SCO cooperation with international and regional organizations in the field of regional and international security», Saidiyon Nasriddin Tabari, Head of the Asian States Department of International Military Cooperation of the Ministry of Defense of the Republic of Tajikistan, on «The role of the SCO in ensuring regional security»; Samandar Abdullozoda, Head of the International Cooperation Department of the Ministry of Culture, on «Emomali Rahmon is one of the leaders regulating SCO initiatives» and others.
At the third session of the conference titled «Role of the Republic of Tajikistan in the development of sectoral cooperation within the SCO» presentations were made by the Head of International Relations Department of the Ministry of Education and Science of the Republic of Tajikistan Ilhom Kamolzoda on «The status and prospects of the participation of the Republic of Tajikistan in the formation of a common educational space of the SCO», the Head of the Main Department on Investments and Coordination of Foreign Assistance of the State Committee on Investments and State Property Management of the Republic of Tajikistan Izatullo Nurullozoda on the topic «The SCO Platform as a Mechanism for Cooperation in the Investment Sphere”, Farrukhruz Izzatullozoda, Head of the Tourism Development Department of the Tourism Development Committee under the Government of the Republic of Tajikistan on «Relevant and timely initiatives in tourism», Javohir Akobirova, Head of the Gender Development and International Cooperation Department of the Women and Family Affairs Committee under the Government of Tajikistan on «Legal, economic and social basis for gender equality in the SCO», Gafur Rasulov, lecturer at the Department of World Economy and International Relations of the Tajik State University of Commerce, on «Economic cooperation between Tajikistan and China within the SCO»; Mahmadamin Oymakhmadov, leading researcher at the Central Asia Department of the Institute for Asian and European Studies of the National Academy of Sciences of Tajikistan, on «Stages of SCO creation and development», Savlatsho Khorkashov, Head of the Labor Protection Department of the Institute of Labor, Migration and Employment of the Ministry of Labor, Migration and Employment of the Republic of Tajikistan, on «SCO: Initiatives of the Leader of the Nation as Catalysts for Social Dialogue» and others.
Khurshed Ziyoyi, Director of the Center for Strategic Studies under the President of the Republic of Tajikistan, concluded the conference and thanked the participants for their active participation and discussion of the topics at hand.
The conference was held in a spirit of sincerity, mutual trust, and trustful dialogue.
